Killing time until Miami is on and found the Monaco eprix on CBS (US
    Network Station).

I’m kind of surprised that this is scheduled today. Do they leave the barriers and fencing up until the F1 race in three weeks? Taking it all
down just to put it up again seems excessive, even for Monaco. But leaving
it all up would be a nuisance too.

I am not sure about the answer to your question.
But I think it is a mix, i.e. remove enough so
they can do normal traffic and business.

I have seen compressed videos that show them doing
all the big transformation in very short time.

I was surprised that this year they used the full
F1 circuit. Before when I have seen it they used
a shortened version. (Skip the uphill, U-turn
    at the chicane.)

Formula E have been using the full circuit for a few years now.

    Since the pandemic, according to

    https://www.racingcircuits.info/europe/monaco/monte-carlo.html

(This shows a very minor difference at the exit of the Nouville Chicane, reducing the circuit length from 2.074 miles for F1 to 2.069 miles for FE.)
